Mr. Ramirez began his legal career as a deputy public defender representing indigent criminal defendants in appeals before California Courts of Appeal and the Supreme Court, including murder cases. During the next 15 years he served as a Deputy Attorney General in the Licensing and Health Quality sections of the California Department of Justice where he prosecuted physicians, psychologists and nurses and other licensed professionals on behalf of the Medical Board of California, Board of Psychology and Board of Registered Nursing. In this capacity, Mr. Ramirez handled hundreds of cases including more than 300 quality of care hearings before the Medical Board of California.
In 1999, Mr. Ramirez was promoted to Supervising Deputy Attorney General of the Los Angeles office of the Health Quality section. From 2000-2012, Mr. Ramirez was again promoted and served as the Senior Assistant Attorney General of the Health Quality Enforcement section of the California Justice Department. In this capacity, Mr. Ramirez had daily interaction with the Executive Staff of the Medical Board of California which was the section’s principal client. He was responsible for supervising all health quality enforcement actions throughout the state and the supervision of 60 deputy attorneys general. He also served as the principal liaison to the section’s clients, including the Medical Board of California, Board of Psychology, Osteopathic Medical Board and Board of Podiatric Medicine. He also served as the legal and legislative advisor to the Attorney General on matters within the section’s legal programs and participated in the formulation of the Office of the Attorney General’s health care policies and program objectives.
Since 2013, Mr. Ramirez has been working in the private sector representing physicians and pharmacists in licensing board disciplinary proceedings and both plaintiffs and defendants in complex civil litigation cases in state and Federal courts. Mr. Ramirez’s extensive experience uniquely qualifies him to represent health care professionals in licensing board investigations and hearings.
